14th Amendment, Section 5 "The Congress Shall Have The Power"

14th Amendment, section 5: The Congress shall have the power to enforce, by appropriate legislation, the provisions of this article. "THE CONGRESS SHALL HAVE THE POWER" NOT THE DICTATOR PRESIDENT. Someone please explain to me where it says the president has the power. I don't see it.
